Paolo Orneli was born and lives in Ostia. He held various political and administrative positions: from 2001 to 2006 City Councillor of Rome and delegate of the mayor for the coast, from 2006 to 2008 President of the then City Hall Rome XIII (today X). In the staff of the President of the Province of Rome from 2008 to 2012, he was then responsible for the secretariat of the Department of Economic Development and Productive Activities of the Lazio Region from 2013 to 2018 and then President of Lazio Innova, in-house companies of the Lazio Region. Since November 2019 he has been Councillor for Economic Development, Commerce and Crafts, Research, Start-Up and Innovation of the Lazio Region.
